Bhaskar Goyal: Architecting the Future of Responsible AI at Global Scale
In just over seven years, Bhaskar Goyal has built a career that spans the world’s most competitive technology environments — from Wall Street’s high-frequency trading floors to Silicon Valley’s cloud AI platforms. Today, as a Software Developer III at Google, he is shaping the infrastructure that powers the next generation of artificial intelligence, balancing cutting-edge performance with the principles of responsible and secure AI deployment.
At Google, Goyal led the development of Model as a Service, a secure Google Cloud Marketplace platform that enables ML developers to list proprietary models while protecting intellectual property. Now home to market-leading models from Anthropic and Mistral, the platform generates over $10 million in revenue and serves more than 5,000 customers. His architectural leadership covered both single-tenant and multi-tenant deployments, publisher asset verification, trust and safety compliance, and executive-level demonstrations.
Goyal’s innovations also include integrating Ray’s distributed computing into Vertex AI, producing a 250% surge in adoption. By designing Ray Serve for Ray-trained models, embedding advanced MLOps capabilities, and aligning with open-source ecosystems, he has helped position Vertex AI as a market leader.
Before Google, at Goldman Sachs, Goyal applied his engineering skill to risk management at the speed of financial markets. He created a high-frequency trading risk management system that optimized capital allocation and reduced operational load. His Forml library improved risk analysis performance by 40x, while his work on Project Business Resilience detected 30+ critical risks, preventing more than $5 million in potential losses.
At Expedia, he re-architected corporate travel systems, migrating from legacy platforms to microservices. His redesign of the Approval Management System unified global codebases, safeguarded $750K in daily travel revenue, and boosted adoption by 40%.
Goyal’s academic record is equally distinguished: a Master’s in Computer Science with Honors from USC (GPA 4.0, top 1%) and a Bachelor’s in Computer Science from Delhi Technological University (Class Rank 1). His accolades include the IEEE Richard E. Merwin Award, an INSPIRE Programme scholarship from the Government of India, and victory at the ShopClues Spark 2 Hackathon for developing SHAKTI, an emergency communication system.
A committed leader in the global tech community, Goyal serves on the IEEE Executive Board, speaks at major events like Google Web Developer Days, and reviews for leading AI conferences including ICLR, IJCNN, and CHIL. His career reflects a rare blend of deep technical mastery, ethical responsibility, and the ability to execute at global scale — qualities that make him a model Fellow for the International Institute of Computer Science Professional Association.
