Dennis Sebastian: Advancing Responsible AI, Risk Intelligence, and Enterprise Automation in Financial Systems
Dennis Sebastian is an enterprise systems engineering leader whose work over more than twenty-one years has shaped how large organizations modernize credit decisioning, risk analytics, and data governance. Spanning credit rating and underwriting platforms, data architecture, insights modernization, and process automation, Sebastian’s career reflects a consistent focus on building resilient, governable systems—particularly in highly regulated financial environments where transparency and accuracy are as critical as performance.
A defining feature of Sebastian’s profile is his ability to introduce new technical capabilities beyond routine delivery. One of his most distinctive initiatives is the conception and development of BINarrator.ai, a governance-driven AI and analytics platform designed as a cognitive decision-intelligence system. In this work, he defined the architecture, research methodology, and reference framework with a deliberate emphasis on explainable AI and responsible automation. The platform’s innovation lies in its hybrid-intelligence approach—integrating human judgment, governed data automation, and decision traceability to elevate AI adoption beyond conventional analytics tooling. Sebastian’s blueprint also established a foundation for future commercialization and structured collaboration, demonstrating sustained commitment to applied computer science with governance integrity.
During his tenure as Director of Data Architecture and Insights at American Express, Sebastian led enterprise modernization efforts supporting credit risk, underwriting, and regulatory compliance. His work focused on embedding data-driven decisioning through integration of bureau data, AI/ML-enabled insights, and enterprise-wide data governance. The distinctive value of his approach was aligning modern data engineering and analytics practices with stringent regulatory expectations—including OCC and Federal Reserve standards—while improving resiliency, traceability, and scalable insight generation. He drove strategic data roadmaps and championed the adoption of machine-learning insights into risk strategies, strengthening transparency and enterprise confidence in decision outcomes.
As Senior Manager of Risk and Information Management, Sebastian delivered several high-impact initiatives that materially advanced analytics and automation capabilities. He led the development of a unified CRU Portal, integrating SAS, SQL, Teradata, and Hive workflows into an enterprise KPI/KRI dashboard used by more than 400 professionals. By consolidating fragmented data assets into a cohesive, automated insight platform, the initiative strengthened portfolio oversight and reduced underwriting cycle times—moving analytics from local reporting to standardized, enterprise-grade decision support.
His contributions also extended into quantitative model rigor. He improved Probability of Default modeling through benchmarking approaches that increased accuracy and reduced blind spots—demonstrating a disciplined application of analytics to real-world risk challenges. In parallel, he designed and deployed an automated economic-capital workflow for GMS PL, transforming a three-day manual process into a two-hour end-to-end automated system. This work combined statistical computation, workflow optimization, and automated quality control to deliver repeatable, high-accuracy results.
Sebastian’s governance impact is visible in his development of a PD Master Scale methodology, synthesizing internal and external default datasets to resolve a regulatory MRA. The result reflects a hallmark of his career: bridging technical rigor with governance uplift, ensuring systems are not only effective but also defensible under regulatory scrutiny.
Earlier at Cognizant, Sebastian engineered automation frameworks that improved efficiency and introduced scalable technical capabilities for global teams. His Quality Center Automation Tool—recognized as one of the organization’s top innovations—standardized testing and validation across teams and vendor partners. He also architected an API testing framework using JUnit, TestNG, and REST Assured, delivering modular automation for both SOAP and REST services. These systems replaced manual, error-prone processes with reusable automation ecosystems, improving reliability and accelerating delivery cycles. Additional innovations included Java-based tooling such as an XML Validator that removed 90 percent of manual comparison effort and earned a Six Sigma nomination, along with automation of complex analytical workflows across SAS, web platforms, and ETL environments.
