Sudharshan Kumar Ramayanam is an enterprise systems modernization and infrastructure tooling leader whose 21-year career has been built inside high-stakes domains where technology must be reliable, compliant, and continuously available. Working across healthcare, public welfare, and financial services, he has consistently operated at the bridge-point between legacy mainframe ecosystems and cloud-era operations—ensuring that modernization does not compromise stability for the millions of people who depend on these systems.
In his roles as Senior Infrastructure Tools Administrator and Senior Professional Application Designer, Ramayanam’s work centers on operating and evolving the tooling and delivery infrastructure that keeps critical applications running. His technical foundation spans legacy mainframe environments through to AWS cloud services such as EC2, S3, and IAM, supported by deep operational proficiency in ETL and enterprise tooling. He brings hands-on experience with Informatica PowerCenter and with enterprise infrastructure toolchains including BICsuite scheduler, Splunk, Jenkins, Confluent Cloud, Qlik, NPrinting, Jira, and Bitbucket—capabilities that collectively enable resilient scheduling, observability, automated deployment, and governed access in large-scale environments.
A defining chapter of his career has been in California’s statewide welfare and healthcare systems, where operational reliability is inseparable from public trust. As part of the CalSAWS infrastructure administration team, he managed enterprise tools critical to statewide operations serving all 58 California counties and more than 13 million residents. His contributions supported modernization and stability across interconnected systems used by agencies, counties, and vendors—environments that demand disciplined change management, strong access controls, and near-continuous uptime.
His work also extended to core health services infrastructure such as CDMMIS and CA-MMIS—systems supporting Medi-Cal and related beneficiary services. In CDMMIS, his contributions improved processing for Treatment Authorization Requests, Notices of Action, and Claims Inquiry Forms for Medi-Cal dental beneficiaries. In CA-MMIS, he supported infrastructure and tooling for modules such as claims adjudication, provider enrollment, and beneficiary eligibility—platforms processing more than 200 million claims annually. These are systems where failures create real-world harm: delayed care, interrupted services, or compliance exposure. Ramayanam’s role in keeping the tooling ecosystem stable—schedulers, monitoring, deployment automation, and access governance—directly contributes to continuity of care and accurate, timely public service delivery.
Ramayanam has also been a modernization accelerator through his use of IBM Application Discovery and Delivery Intelligence (ADDI), applying it to analyze complex COBOL and JCL codebases and enable transitions toward Agile and DevOps practices. This is the kind of work that reduces the risk profile of modernization programs: clarifying dependency structure, surfacing hidden coupling, and allowing engineering teams to plan refactors and release pipelines with confidence. His ability to operate across multi-vendor environments, coordinate stakeholders, and keep large toolchains compliant—particularly under HIPAA and state regulatory expectations—has earned recognition from leadership for reliability and technical depth.
His impact extends beyond operations into mentorship and institutional continuity. He has trained newly onboarded teams, created knowledge repositories and lessons-learned documentation, and guided junior engineers navigating integrations across mainframe and cloud. Across engagements, he has been recognized for both delivery and leadership—including awards for service commitment, training excellence, and performance, along with AWS Certified Developer Associate credentials reinforcing modern cloud fluency.
